The Uganda Communications Commission (UCC), the national regulatory authority responsible for overseeing Uganda’s communications sector, has recognised the importance of digital skills as a key driver of economic participation, innovation, and social inclusion. Through its Rural Communications Development Fund (RCDF), UCC works to expand access to ICT infrastructure, services, and digital opportunities for communities across the country.
As part of its efforts to promote digital inclusion, the RCDF adopted ICDL as a training platform for digital skills development programmes aimed at individuals, entrepreneurs, and local communities throughout Uganda. By leveraging ICDL’s internationally recognised certification framework, the initiative provides learners with practical digital competencies that can be applied in education, employment, business, and everyday life.
A key component of this initiative was a partnership between the RCDF and the Federation of Small and Medium Enterprises (FSME) Uganda, designed to support the digital upskilling of entrepreneurs and small business owners. Through this collaboration, members of the federation gained access to structured training programmes based on ICDL Digital Citizen and ICDL Digital Citizen Plus, helping them develop essential digital literacy skills required to participate effectively in an increasingly digital economy.
According to UCC, more than 1,000 individuals had already benefited from training through the Digital Citizen and Digital Citizen Plus programmes at the time of reporting. These programmes were specifically selected because they provide a strong foundation in computer and internet use, online communication, digital productivity, and safe participation in the digital world.
The adoption of ICDL under Uganda’s Universal Coverage Policy demonstrates the country’s commitment to ensuring that citizens not only have access to technology and connectivity but also possess the skills needed to use digital tools effectively. By combining infrastructure development with internationally recognised digital skills training, UCC is helping to empower individuals, strengthen small businesses, and support national digital transformation objectives.
The success of the initiative led UCC to consider ICDL as a potential standard digital skills programme across a broader range of UCC-sponsored training activities. This reflects confidence in ICDL’s ability to provide a consistent, internationally benchmarked framework for measuring and certifying digital competence among different groups of learners.
Today, this partnership stands as an example of how regulators, development programmes, and industry stakeholders can work together to build digital capacity and create greater economic opportunities for communities across Uganda.
