ANSUT Leads the National Adoption of ICDL Across Côte d’Ivoire

The Agence Nationale du Service Universel des Télécommunications/TIC (ANSUT), Côte d’Ivoire’s National Agency for Universal Telecommunications and ICT Services, oversees the nationwide adoption and implementation of the ICDL Certification as part of the country’s broader digital transformation agenda. The initiative is designed to develop digital competencies across public administration, education, and the private sector, supporting the government’s ambition to build a competitive digital economy.

Established by the Ivorian government to expand access to digital technologies and bridge the digital divide, ANSUT’s mission is to provide citizens, businesses, and public institutions with universal access to telecommunications and ICT services. The agency plays a central role in implementing national digital inclusion programmes and supporting the development of digital skills throughout the country.

As part of its national skills development strategy, ANSUT adopted ICDL as a recognised framework for measuring and certifying digital competencies. The programme is being deployed across multiple sectors and target groups, including:

• Civil servants and public sector employees
• Secondary and higher education students
• Teachers and educational professionals
• Job seekers and young graduates
• Private sector employees and entrepreneurs

This comprehensive approach ensures that digital skills development becomes a core component of workforce readiness and economic development in Côte d’Ivoire.

The national programme aims to certify more than 50,000 people annually, making it one of the largest digital skills certification initiatives in the region. Through ICDL certification, participants gain internationally recognised competencies in key areas such as productivity applications, digital collaboration, information management, cybersecurity awareness, and professional digital skills.

ANSUT’s commitment to digital literacy aligns with Côte d’Ivoire’s wider efforts to accelerate digital transformation, expand broadband connectivity, modernize public services, and strengthen the country’s digital economy. The agency has invested significantly in digital infrastructure, fibre-optic deployment, educational technology programmes, and initiatives that increase access to ICT tools and training opportunities throughout the country.

By embedding ICDL within a national strategy and promoting internationally benchmarked digital skills certification, ANSUT is helping create a digitally competent workforce equipped to participate in Côte d’Ivoire’s growing digital economy and support the country’s long-term socioeconomic development goals.
