Kenya became one of the first countries in Africa to formally recognise ICDL within its national policy framework. In November 2009, the Government of Kenya amended the Information and Communications Technology Sector Policy Guidelines under the Kenya Information and Communications Act, officially recognising the International Computer Driving Licence (ICDL) certification as “the entry-level computer certification designed to demonstrate competence in computer use“.
This landmark recognition established ICDL as a nationally endorsed benchmark for digital competence and demonstrated the Government’s commitment to developing a digitally skilled workforce. By incorporating ICDL into its policy framework, Kenya provided employers, educational institutions, and public sector organisations with a recognised standard for assessing and validating essential digital skills.
Since then, ICDL has continued to strengthen its position within Kenya’s education and workforce development systems. The Technical and Vocational Education and Training Authority (TVETA) has accredited ICDL Africa as a Foreign Examination Body and approved ICDL programmes as certificate-level qualifications within the country’s TVET framework. This has enabled the certification to be delivered across government institutions, training centres, universities, colleges, and schools. [icdl.org]
More recently, ICDL qualifications have also been recognised within the Kenya National Qualifications Framework (KNQF), further reinforcing their value as a trusted standard for digital literacy and workplace skills development. [knqa.go.ke]
Today, Kenya’s early adoption of ICDL continues to serve as an example of how governments can establish a consistent, internationally recognised framework for digital skills certification, supporting employability, education, and national digital transformation goals.
