The Rwanda Revenue Authority (RRA) has strengthened its commitment to digital transformation and workforce development by becoming an ICDL Accredited Test Centre, enabling the organisation to deliver internationally recognised digital skills certification to its employees. The initiative forms part of the Authority’s broader efforts to modernise public services, improve operational efficiency, and build a digitally competent workforce.
Established by the Parliament of Rwanda, the Rwanda Revenue Authority is responsible for the assessment, collection, and administration of taxes and other government revenues. As Rwanda continues to advance its national digital transformation agenda, the RRA has recognised the importance of equipping employees with the digital skills required to support modern tax administration and enhance service delivery to citizens and businesses.
To support this objective, the Authority launched a comprehensive ICDL training and certification programme aimed at 500 permanent employees. The initiative is designed to ensure that staff possess the essential digital competencies needed to work effectively in an increasingly technology-driven public sector environment.
The programme began with a pilot phase involving 40 employees, who received training and assessment based on internationally recognised ICDL standards. Following completion of the pilot, the highest-performing 20 participants were selected to undertake a Train the Trainer programme. These newly qualified trainers were then tasked with delivering ICDL training to a further 460 employees across the country, creating a sustainable framework for ongoing digital skills development within the organisation.
The pilot project commenced in Butare, Southern Province, at one of Rwanda’s leading computer training facilities. By adopting a train-the-trainer approach, the RRA aimed not only to build digital competence among employees but also to establish long-term internal capacity to support the organisation’s digital transformation objectives.
The adoption of ICDL reflects Rwanda’s wider commitment to developing digital skills within the public sector and ensuring that government institutions are equipped to deliver efficient, technology-enabled services. Through internationally benchmarked certification, the Rwanda Revenue Authority is helping to create a workforce capable of adapting to evolving digital systems and supporting the country’s vision of becoming a knowledge-based economy.
As an ICDL Accredited Test Centre, the RRA joins a growing network of public institutions across Africa that are using internationally recognised digital skills certification to improve performance, increase productivity, and strengthen public service delivery.
