The Singapore Academy of Law (SAL) is the promotion and development agency for Singapore’s legal sector. Partnership with ICDL
In 2020, the ICDL Foundation and the Singapore Academy of Law entered into a strategic partnership to develop the world’s first ICDL Professional Legal Programme, a digital skills certification programme tailored specifically to the needs of the legal profession. The agreement was endorsed by SAL Chief Executive Ms Serene Wee and ICDL Foundation Chief Executive Damien O’Sullivan, reflecting a shared commitment to strengthening digital skills across the legal sector.
Through this collaboration, SAL became ICDL Foundation’s preferred global partner for the development and promotion of the ICDL Professional Legal Programme. The initiative represents a significant milestone in recognising the growing importance of technology and digital skills within legal practice and legal services.
Developing a Digital Skills Framework for Legal Professionals
The Professional Legal Programme was designed to provide legal professionals with practical digital competencies that support efficiency, security, collaboration, and professional effectiveness in modern legal workplaces. Three ICDL modules were identified for customisation and contextualisation for legal environments:
- Application Essentials
- IT Security
- Online Collaboration
These modules were adapted to reflect the specific requirements, responsibilities, and workflows of legal professionals operating in increasingly digital environments. [icdl.org], [icdlasia.org]
The programme was developed to support four key groups within the legal profession:
- Practising lawyers
- In-house legal counsel
- Paralegals
- Law students
By addressing the needs of these diverse audiences, the programme helps establish a consistent benchmark for digital competence across the legal sector while supporting lifelong professional development.
Supporting Legal Sector Transformation
SAL has consistently championed the use of technology to improve legal service delivery and professional practice. Through initiatives such as legal technology programmes, digital knowledge platforms, innovation projects, and TechLaw.Fest, SAL promotes the adoption of emerging technologies and digital capabilities throughout the legal ecosystem.
The ICDL Professional Legal Programme complements these efforts by providing a structured, internationally recognised framework that enables legal professionals to demonstrate competence in essential workplace technologies and digital practices. The programme supports legal organisations seeking to increase productivity, strengthen cybersecurity awareness, enhance collaboration, and prepare professionals for a rapidly evolving digital future.
A Model for the Global Legal Community
The programme was initially launched in Singapore, with the intention of making it available internationally through the ICDL network. Delivery is supported by ICDL Asia and its Accredited Test Centres, enabling legal professionals to gain certification against a recognised global standard for digital competence.
By combining SAL’s expertise in legal professional development with ICDL’s internationally recognised certification framework, the partnership established a pioneering model for strengthening digital competence across the legal profession. As legal services continue to embrace digital transformation, the collaboration demonstrates how sector-specific digital skills certification can support professional excellence, innovation, and future workforce readiness.
