ICDL and the Hanoi Department of Education and Training Join Forces to Elevate Students’ Computer Competency and Digital Literacy in Hanoi


Hanoi, Vietnam – On April 13th, the Hanoi Department of Education and Training (DOET) held a working reception with ICDL Foundation to enhance computer and digital literacy among students in Hanoi.

The event took place in Hanoi and was attended by notable figures, including Mr. Tran The Cuong, Director of Hanoi Department of Education and Training, Mr. Conor Finn, Deputy Head of Mission at the Embassy of Ireland in Vietnam, Mr. Damien O’Sullivan, CEO of ICDL Foundation, and Ms. Tina Wu, General Manager of ICDL Asia, representatives of ICDL Vietnam.

During the ceremony, both parties discussed the application of ICDL digital skills framework and certification programmes to improve students’ digital skills at all levels of the education system in Hanoi. The collaboration also aims to support the development and advancement of information technology education and equip experts and educators in the city with digital knowledge and essential technical expertise.

Mr. Tran The Cuong acknowledged ICDL achievements and highlighted the importance of the internationally recognised ICDL certification in Vietnam and many other countries worldwide. He further stated that based on these accomplishments, DOET is hopeful that ICDL would share its experience in managing and deploying international programs and projects globally, thus improving the professional capacity of Hanoi’s management team, experts, and computer science teachers.

In response, Mr. Damien O’Sullivan expressed his gratitude for the warm welcome and affirmed that ICDL is ready and willing to support and advise the education sector of Hanoi on effective methods for building a skilled and competitive workforce for the fourth Industrial digital revolution as well the organisational and management models for informatics teaching under the requirements of the digital era.

Through the initiative, ICDL will introduce its ICDL Digital Student programme to schools in Hanoi, designed to improve students’ IT skills and provide access to international IT training programs. The program is designed for primary, secondary, and high school students, focusing on three core areas: Information and Communication Technology, Computer Science, and

Digital Literacy. At the end of each academic year, students have the opportunity to take the ICDL Digital Student International certification test, which will be valid for life and widely recognised in many countries around the world.

In the reception, The two sides agreed to continue completing the the procedures towards the signing of a Memorandum of Understanding between the two sides in the near future; and discussed the possibilities of cooperation in education and training in 2023.

As part of the initiative, ICDL also awarded 100 scholarships for the ICDL Digital Student program to encourage the learning and development of computer skills among students in Hanoi.

In conclusion, ICDL Asia firmly believes and looks forward to a close collaboration between the Hanoi Department of Education and Training, which will create opportunities for students in Hanoi to improve their digital skills and computer science knowledge.
