Since 2018, IBEC® has played an increasingly important role in advancing digital skills development across Latin America through its partnership with ICDL. What began as an initiative in Peru and Ecuador has evolved into a broader regional programme that provides internationally recognised digital skills training and certification to students, educators, professionals, and organisations across multiple countries.
A Leading Provider of Skills Development
IBEC® is an international organisation dedicated to developing communication, digital, logical, and business skills. With representation in more than 25 countries across Europe, the Americas, and Asia, the organisation has established a strong reputation for delivering education, training, accreditation, and certification programmes that support competitiveness, employability, and lifelong learning.
For more than 15 years, IBEC has implemented international certification programmes in information and communications technology (ICT), working with an extensive network of schools, institutes, universities, government organisations, private sector employers, and non-governmental organisations throughout Latin America. The organisation reports a network of more than 500 accredited centres across the region.
Introducing ICDL in the Andean Region
A significant milestone was reached in 2019 when IBEC Andean Region joined the ICDL network. The organisation’s centres in Quito, Ecuador and Lima, Peru became accredited ICDL Test Centres, allowing IBEC to deliver internationally recognised digital skills training and certification throughout both countries.
At the time, IBEC’s Andean Region covered Panama, Colombia, Ecuador, Peru, and Chile, with Ecuador and Peru serving as the first countries within the network to launch ICDL certification programmes. The initiative aimed to provide students, teachers, academic staff, public sector employees, private sector workers, and community members with globally recognised digital skills credentials.
According to IBEC Regional Manager Luis Alberto Peralta Nogales, the partnership was established with the objective of empowering Latin American communities through digital knowledge and creating greater opportunities for people and organisations across the region.
Integrating ICDL into Education
Since introducing ICDL, IBEC has incorporated the certification framework into its ICT training programmes delivered through secondary schools, technical institutes, and higher education institutions. By aligning training with ICDL’s internationally recognised standards, learners gain practical digital competencies that can be independently assessed and certified.
ICDL programmes are designed and validated by academic and industry experts and are recognised globally as a benchmark for digital literacy and workplace digital skills. Through IBEC’s implementation, students and educators are able to build competencies in key areas such as computer essentials, online skills, productivity software, information management, collaboration, and cybersecurity.
Regional Expansion Across Latin America
The programme expanded considerably after its initial launch. While ICDL’s 2021 reference highlighted operations in Peru and Ecuador with plans for regional growth, a later update confirmed that IBEC had successfully extended ICDL delivery to a much wider network of countries.
Today, IBEC delivers ICDL certification through educational programmes in:

- Guatemala
- Panama
- Peru
- Uruguay
with plans to continue expanding across additional Latin American markets.
This growth demonstrates IBEC’s commitment to improving access to internationally recognised digital skills certification throughout the region and supporting national efforts to strengthen digital literacy and workforce readiness.
Supporting Employability and Digital Inclusion
The partnership between IBEC and ICDL aligns closely with broader regional objectives related to digital transformation, employability, and social inclusion. As technology becomes increasingly central to education and employment, internationally recognised digital skills certification provides learners with an objective way to demonstrate their competencies to employers and educational institutions.
By making ICDL certification available through a large network of educational institutions, IBEC contributes to preparing students and professionals for the demands of a digital economy while helping organisations develop a more digitally capable workforce. The initiative also supports lifelong learning and helps bridge digital skills gaps that remain a challenge across many parts of Latin America.
Looking Ahead
From its first ICDL-accredited centres in Lima and Quito to a multi-country presence spanning nine Latin American nations, IBEC has significantly expanded its role in digital skills development. The organisation’s ongoing collaboration with ICDL continues to provide learners, educators, and professionals with access to globally recognised certification and internationally benchmarked digital skills training.
