Information and Communications Public Management Institute (ICI) Partners with ICDL Vietnam to Empower Civil Servants with Essential Digital Skills


Hanoi, April 4, 2024 – In a significant step towards bolstering digital proficiency among Vietnam’s civil service sector, the Information and Communications Public Management Institute (ICI) have formally signed a Memorandum of Understanding (MoU) with ICDL Vietnam. The MoU signing ceremony held at the institution marked a pivotal start of a cooperation agreement to empower civil servants and government officials with essential digital competencies and ICDL International recognised digital certificate.  

The official MoU signing ceremony, which took place at the Information and Communications Public Management Institute (ICI) was attended by Mr. Dinh Duc Thien, Principal of Information and Communications Public Management Institute, Mr. Damien O’Sullivan, CEO of ICDL Foundation, Ms. Tina Wu, General Manager of ICDL Asia, Ms. Dao Mai Anh, General Director of ICDL Vietnam, alongside with other relevant department officials from the institutions.  

In this agreement, both parties will collaborate on researching and integrating the ICDL International Digital Certification modules into the training programs for civil servants of the Ministry of Information and Communications (MIC), other ministries in the field of technology, and school officials in Vietnam. ICDL will share expertise in developing and implementing ICDL programme into their online training course. In addition, ICI and ICDL Vietnam also agreed to cooperate in recruiting, training, standardising, and organising ICDL certification tests for participants attending courses at the school, learners at affiliated institutions, and other organizations and units with needs in the society.  

In conclusion, the collaboration with the Information and Communications Public Management Institute (ICI) marks a significant milestone in our shared mission to enhance digital proficiency in Vietnam’s civil service sector. By integrating ICDL modules into training programs and introducing internationally recognised ICDL digital certification, the initiative aims to equip civil servants and government officials with the necessary skills to navigate and thrive in the increasingly digitalised world. 

About Information and Communications Public Management School (ICI) 

The Information and Communications Public Management School (ICI) is a ministerial unit under the Ministry of Information and Communications (MIC) with functions to organise training and retraining programs for staff and officials in the field of information and communications, conducting workshops to disseminate legal frameworks in information and communications, and organising research and application of mechanisms, policies, advanced science and technology, and management science in the field of information and communications.
