Welcome to the ICDL Asia Digital Literacy Day 2024!

ICDL Asia Digital Literacy Day 2024 is a regional event conducted annually to promote the importance of digital literacy. It also serves as a platform for academic leaders, industry experts and training providers to share key industry trends and best practices of digital skills and digital learning in Asia.

Themed “Enhancing Digital Skills for AI Driven Transformation”, this event will be joined by industry experts, civil servants, academic leaders and training providers including but not limited to the following: Australia, Bhutan, Brunei, Cambodia, China, India, Indonesia, Japan, Malaysia, Myanmar, New Zealand, Pakistan, Philippines, Singapore, Sri Lanka, Thailand, Vietnam, etc. 

This year the ICDL Asia Digital Literacy Day 2024 will be hosted at renowned Multimedia University in Malaysia. During Digital Literacy Day 2024, we will also take the opportunity to announce the winners of our ICDL Asia Digital Challenge 2024, ICDL Asia Digital Educators’ Award 2024 and ICDL Asia Partner Awards 2024.

YBhg. Mr. Fabian Bigar was appointed as Secretary General of the Ministry of Digital on 24 June 2024. In this pivotal role, YBhg. Tuan Fabian Bigar is responsible for steering the formulation and the execution of Malaysia’s digital strategies and initiatives, oversees the national digital transformation endeavours and liaises with a diverse array of stakeholders to propel the enhancement of the government’s digital offerings and infrastructure. 

Prior to this appointment, YBhg. Mr. Fabian Bigar served as Chief Executive Officer of MyDIGITAL Corporation [previously known as Strategic Change Management Office (SCMO)], Economic Planning Unit, Prime Minister’s Department effective 19 April 2021. In this role, his mandate is to drive change management, ensure the successful delivery of the National Fourth Industrial Revolution Policy (N4IRP) and the Malaysia Digital Economy Blueprint (MDEB). Under the leadership of YBhg. Mr Fabian Bigar, MyDigital Corporation has served as the main secretariat of the National Digital Economy and 4IR Council (MED4IRN). Additionally, he headed the Malaysia Centre for the Fourth Industrial Revolution (MYCentre4IR), a collaborative initiative between the Malaysian government and the World Economic Forum. 

YBhg. Mr. Fabian Bigar’s career includes notable positions such as Undersecretary for Policy and International Relations at the Ministry of Health, Director of the Civil Service Delivery Unit in the Prime Minister’s Department, and Director of the National Key Economic Area (Healthcare), as well as the Director for National Key Results Area (Low Income Households) in the Performance Management and Delivery Unit (PEMANDU) under the Prime Minister’s Department. During his tenure at PEMANDU, he was also temporarily assigned to the Presidential Delivery Bureau in the Republic of Tanzania from August to December 2014. 

YBhg. Mr. Fabian Bigar holds a Bachelor of Science from Case Western Reserve University, Cleveland, Ohio, USA and a Master’s in Public Policy from the National Graduate Institute for Policy Studies, Tokyo. 

Hailing from Kuching, Sarawak, he completed his early education at St Joseph’s School, Kuching, and Kolej Tun Datu Tuanku Hj. Bujang, Miri.

Ambassador Tunney is a career diplomat since 1992. 

She was posted to Malaysia as Ambassador in August 2023 and has previously served as Ambassador of Ireland to Portugal, and concurrently on a non-resident basis to Morocco. 

Her Headquarters postings include Directorships for International Security Policy and bilateral relations with Britain and the United States. She has previously served abroad in Australia, Japan and in Brussels at Ireland’s Permanent Representation to the EU. She has also completed secondments to the Ukraine Refugee Programme and to the Department of the Taoiseach (Prime Minister). 

Pre-DFA Ambassador Orla worked with Irish Export Board in Amsterdam and in the private sector in the Irish food industry.

Professor Dato’ Dr. Mazliham is the fifth President and Chief Executive Officer of Multimedia University (MMU), a tertiary education institution wholly owned by Telekom Malaysia (TM). He obtained Bachelor of Science (Hons) in Electronics, Electrotechniques and Automation from Université de Montpellier 2 – Sciences et Techniques du Languedoc, Montpellier, France, in 1991 before he pursued his postgraduates in Master of Science in Electronics, Electrotechniques and Automation in 1992, and his Post Master Degree in Electronics in 1993. In 2008, he earned his Ph.D. in Computer Engineering from the Université de La Rochelle, France, accomplishing the Very Honorable Class of achievement. He began his career with a one-year-plus stint as an engineer with SGS Thompson Microelectronics, before joining the Malaysia France Institute in 1996 as the Deputy Head of Department (Electrical Equipment and Installation). In 2013, he was appointed as the President and CEO of Universiti Kuala Lumpur or UniKL. With his outstanding leadership and capability, he then was appointed as the President and CEO of MMU, effective August 2020. 

In 2020, Professor Dato’ Dr. Mazliham was conferred the ‘Cavaliere dell’ Ordine al Merito della Repubblica Italiana (Knight of the Order of the Italian Republic) as a proof of his distinguished contributions to the preservation and promotion of friendly relations and cooperation between the two countries. He also received the French Ordre de Merite and the France Legion d’honneur from the French government in 2015 and 2021 respectively. 

Currently, Professor Dato’ Dr. Mazliham is also the chairman for the Alliance of the Government-Linked University (GLU), and Chairman, TM Research & Development.

Damien O’Sullivan joined ICDL Foundation as Chief Executive Officer in June 2006.  With a background in education and training, he has been involved with ICDL since its launch in Ireland in 1997, working on a range of projects to develop and deliver ICDL training and certification to the public and private sector. Prior to joining ICDL Foundation he was a teacher and school principal.
 
ICDL Foundation is an international organisation dedicated to raising digital competence standards in the workforce, education and society. Our certification programmes, delivered through an active network in more than 100 countries, enable individuals and organisations to assess, build and certify their competence in the use of computers and digital tools to the globally recognised ICDL standard.

Norkhairul Wahab, often addressed as Khairul Wahab, is an accomplished digital enthusiast and the Group Chief Executive Officer of CNERGY, a wholly-owned subsidiary of Multimedia University. With a deep-rooted passion for digital transformation, Khairul has a proven track record of optimizing operational efficiency and driving business growth across diverse industries, including telecommunications, entertainment, and education. Since assuming the CEO role in 2020, he has successfully led CNERGY in formulating strategic business plans, overseeing operations, and securing new business opportunities.

Before joining CNERGY, Khairul held various leadership positions at VADS and TM, where he played a pivotal role in consulting with C-level executives and designing strategic IT blueprints. His career highlights include being awarded the Rising Star Partner of the Year at the 2022 ICDL Asia ATC Forum in Hanoi, Vietnam and earning multiple recognitions within the TM Group for his outstanding contributions.

Khairul’s educational background includes a Bachelor’s degree in Information Technology from Multimedia University. He is also certified Data Scientist by Johns Hopkins University and holds several professional certifications from Microsoft and CISCO.

Ainol brings with her 26 years of experience in a wide range of industries including Technical, Network, Operational Excellence, Project Management, Sales, Marketing, Finance, Strategy, Legal, and HR, and has been involved in the Governmental and Tourism sectors.

She was appointed Director of Yayasan TM on 28 March 2023 as the foundation continues its journey to give more social impact; focusing on three (3) strengthened pillars namely Education, Community & National Building, and Art, Culture & Heritage. YTM will also continue to spearhead TM Corporate Responsibility (CR) initiatives for the entire TM to support Malaysia’s Environmental, Social, and Governance (ESG) and Digital aspirations.

During her previous tenure at Network Development, she was instrumental in implementing TM’s Metro-E and high-speed broadband network. She later transitioned to the business side of TM, where she led the successful delivery of a few key projects for Government clients, including 1Gov*Net, 1GovUC, 1MOCC, and PDRM*net.

Most recently, her last held position was Chief Executive Officer (CEO) at Menara Kuala Lumpur, where her responsibilities are for the overall management of Menara Kuala Lumpur. As the CEO of Menara KL, Ainol admirably navigated the company through the challenges posed by the pandemic, which heavily impacted the hospitality industry. As recognition for the effort, she was awarded the Brand Laureate Award on behalf of Menara KL for Nation’s Pride in 2022.

She joined TM in 1997 and served 12 years in Network Development. From 2009 until 2012, she transitioned to the Business Advisory and Transformation division. After 3 years, she was promoted to General Manager and served under the TM’s LOB of TM Government from 2012 until 2017. From 2017 to 2020, she was given another portfolio under TM One as heading the unit of Operations Excellence for the Service Management division. Finally, in 2020 she was appointed as the CEO of Menara KL and held the position until the cessation of TM’s equity in Menara KL in October 2022.

She holds a Master’s in Information Technology (IT) from Universiti Kebangsaan Malaysia (UKM), specializing in Information Technology with distinction, Bachelor of Arts. English & Mass Communication with distinction from Universiti Sains Malaysia (USM), and Certificate in Management from the University of Melbourne (1st Class Honours).

Ms. Ainol Shaharina Sahar

Director, Yayasan TM

A dynamic project management professional, Shahrulnizam brings over 10 years of experience leading successful projects across diverse sectors, from aerospace manufacturing to leadership development. His expertise spans managing high-performing teams, coordinating complex projects, and delivering impactful training programs.

Currently, he serves as Project Manager at CNERGY, where he spearheaded the YTM Future Leaders Structured Development Programme, a large-scale initiative impacting over 570 participants. Prior to this, he honed his skills managing large-scale aerospace composite manufacturing projects for industry giants like Airbus and Boeing. He also brings valuable experience from his 3 years managing product development at a semiconductor testing facility.

Shahrulnizam holds a Bachelor of Mechanical Engineering (Hons.) from Universiti Tenaga Nasional. He actively contributes to educational initiatives through volunteer work and remains dedicated to continuous learning in project management and digital literacy.

Ts. Dr R Kanesaraj is a Lecturer in Faculty of Computing and Informatics, Multimedia University Cyberjaya, Malaysia. He has obtained his PhD from Multimedia University with Thesis titled: Adaptive and Dynamic Web Service Composition for Cloud-Based Mobile Application. He was also awarded as Professional Technologist (Ts) by the Malaysian Board of Technology (MBOT) and  Microsoft Office 2016 Specialist, Microsoft Certified Professional and Specialist in both Web Development and Database technology. His research is based on Service Oriented Computing and Internet of Things (IoT). He has also published in several conferences and journals. He has nine years of experience in the software industry in both development and implementation phase. He is also certified by the International Software Testing Qualification Board (ISTQB) which allows him to practice as a professional Software Tester.  He was also involved research project funded by JICA & SASTREPS to develop an early warning system for flood and landslide in Malaysia. In 2018, he was awarded Telekom Malaysia Research Grant as a project leader for an IoT project to implement the prototype to an actual building. Besides, research grant he is also an IoT trainer for Telekom Malaysia. Other than IoT training he also provides training on Mobile Application for all levels (School Students and Executive). Besides technical training, he is also a Google Certified Educator and served MMU Business School as Design Thinking Catalyst Trainer. He trains lectures on how to conduct an effective blended learning class using Google Suite Applications organised by Academic Development for Excellence in Programmes and Teaching (ADEPT).

Ms. Azura has over 20 years of experience in project management especially for Education. Currently serving her 15th year as the Manager of K-12, Digital Talent at the Malaysia Digital Economy Corporation (MDEC), a government agency under the Ministry of Digital.

Azura has significantly contributed to MDEC’s initiatives, particularly in the development of mobile apps, websites for Start Ups and student development programs. Her focus on high-potential students and the Digital Ninja Program aims to empower Malaysian youth to transition from digital consumers to innovative creators.

Through MyDigitalMaker Movement, a national initiative to nurture young tech talent and prepare them for future careers in the digital economy. She has actively engaged numerous strategic partnership with industry players and academic institutions to ensure the program’s success.

Navin is the Head of Department, Digital Agriculture Technology Ecosystem, Digital Transformation Division in MDEC, overseeing disruptive technologies such as Internet of Things (IoT), Big Data Analytics (BDA) and Artificial Intelligence (AI) as key innovation enablers to catalyze Digital Transformation across the agriculture sector towards boosting the growth of the national Digital Economy.

Navin leads key national initiatives under the Digital Agriculture Technology Ecosystem focus pillar; bridging both the demand and supply ecosystem towards Digital Agriculture Technology (AgTech) empowerment to deliver potential impact at scale, across the national agriculture sector.

Navin brings with him over 16 years of industrial experience with a wide spectrum of roles covering stakeholder engagements, strategy planning, ecosystem building, professional training, business development, networking communication, program development and talent enablement with significant exposure to project management across key economic sectors.
Navin holds a Masters in Electronics Engineering majoring in Telecommunication from Multimedia University (MMU), advocates various esteemed National Implementation Task Forces and Advisory Committees.

Malvin Ng is a forward-thinking Digital Solutions Manager at Marshall Cavendish Education, a role he has excelled in since March 2020. Based in Singapore, Malvin specializes in integrating AI-driven technologies into digital learning solutions, transforming education for both B2B and B2C markets.

He collaborates with regional and country leads to drive business development and engagement strategies, focusing on Asia. Malvin works closely with product teams to design and deliver AI-powered educational tools, ensuring alignment with market needs and trends. His expertise lies in leveraging AI to enhance e-learning experiences, streamline content delivery, and improve learning outcomes.

Mr. Minh Nguyen is an expert in innovation and digital transformation. One of the main focuses of his work is the effective implementation of the ICDL Digital Student in Ho Chi Minh City and promoting the role of digital literacy in the education system.

Mr. Binghui Cui, Rector of Jiangsu Province Nanjing Engineering Higher Vocational College, is a visionary leader with a strong focus on fostering student development and advancing vocational education. He has extensive expertise in university administration, strategic planning, industry-education integration, and school-enterprise collaboration. With strong systematic thinking and organization and coordination ability, with a solid foundation in education management and a proven track record in research and innovation. Mr Cui has led multiple provincial projects and published over 10 papers in respected journals including “China Higher Education” and “Jiangsu Higher Education”.

Ms. Jullada Meejul has worked at Thailand Professional Qualification Institute (TPQI, Public Organization) since 2013 and she is now the Director General.  She has played an important role in establishing Professional Qualification Framework and Professional Qualification System by strengthening collaboration with domestic and international partners, promoting recognition of skills for lifelong learning and inclusive development, supporting competency-based training and contributing to the development of the regional and National Qualifications Frameworks, and adapting best practices from abroad to best fit Thai context so as to continuously improve the professional qualification system. 

A few examples of her work include promoting collaboration with international partners to promote digital skills and digital literacy for students, workforce, and government officers, establishing Industry Competency Board (Sector Skills Council) for Digital and ICT sector, as well as developing a big data platform with endorsed training courses, competency credit bank, and job matching features as a digital tool to promote lifelong learning and access to training and job opportunities.

Dr. Madhavan Balan Nair, or more commonly known as Dr. Madhavan Nair, Heads the Operations Team of MYNext, a subsidiary of TalentCorp, which focuses on providing Talent Solutions, with the main purpose of supporting the government agenda on addressing the issue of graduate employability in Malaysia.

With prevalent experience in the academia for the past 19 years holding various administrative positions, Dr. Madhavan is known for his expertise and insights on the issues and challenges faced by students, universities and industries in nurturing and hiring the right talents.

Dr. Madhavan holds a Doctor of Philosophy from Universiti Putra Malaysia, and has obtained professional certifications in various Information Technology related professions, including Cisco, Huawei Certified Network Administrator, Huawei Certified Academic Instructor and AWS Cloud Foundation.

Mack, a Director at SNEF, oversees the SNEF Corporate Learning Centre, leading efforts in Learning and Development and familiarizing employers with government training support schemes.  In 2023, he co-authored the handbook “K.I.S.S. Keep-It-Short-and-Simple Workplace Coaching and Mentoring.”  Mack serves on various committees under the Work Safety Health Council (WSHC) and numerous Tripartite initiatives. He represents SNEF on the WSHC Industry Capability Building (ICB) committee and the Occupational Safety & Health Management Technical Committee (OSHMTC), appointed by the Singapore Standards Council to address ISO standards. For the past seven years, Mack has been a member of the judging panel for the bizSafe partner awards and this year joined the judging committee for the Singapore Environmental Achievement Awards (SEAA). Recently, he represented SNEF as a panel speaker at the International Labour Organization (ILO) seminar for Technical and Vocational Education and Training (TVET).

Mr. Ekasit Kunanantakul, the former President of the Asian Confederation of Employers or AEC in 2019, has presently been the President of the Employers’ Confederation of Thailand or ECOT. He had assumed very crucial positions and accountabilities as Secretary to the Minister of the Ministry of Digital Economy and Society of two cabinets and a Member of the House of Representatives. He has significantly contributed in various fields of digital movements, country development as well as sports enhancement.

Mr. Qu Zixuan is the Chief Researcher at Yicai Business School and a renowned author of the “White Paper on Global DTC Insights of Chinese Enterprises.” With a strong background as a former Amazon (China) seller enabling expert, he has provided practical solutions across North America, Europe, and other regions, specialising in brand building and supply chain optimisation.

Mr. Qu is also the official marketing methodology author for the Little Red Book platform, focusing on the beauty, home life, and clothing industries. He has worked extensively with China’s leading brands, including Liangpinpuzi (a major snack retailer), Myfoodie (a pet food giant), and Jiuyang Electric Appliances, offering deep insights and strategies to elevate their market presence.

Ms Le Thi Phuong is an experienced ICT teacher at Sai Gon Practical Lower Secondary School, District 5, HCMC, Vietnam. Ms Phuong has over 10years of teaching experience, teaching all grades across lower secondary and upper secondary/high school, with students ranging from 12 – 18 years old. She started teaching the ICDL Digital Students 3 years ago and has gained a deep understanding of the program. Ms Phuong has always been a very active teacher, she believes ICT and technology should be an essential tool for teachers to deliver lessons effectively and engagingly. Her dedication has played a big role in supporting her students to achieve good results in the ICDL certification exams.

Nabilah Hanum binti Mustafa is the Associate Headmistress, Academic & Curriculum I at Al-Amin Darul Musthofa School in Batu Caves, Malaysia. Born on August 10, 1996, she holds a Bachelor’s Degree in Mechanical Engineering (Hons.) from Universiti Teknologi MARA (UiTM). After graduation, she earned an Expert Craftsman Certificate in Electrical and Electronic Engineering from HWK Aachen, Germany, and also certified OSH Coordinator. She then completed an apprenticeship at a multinational company as a Junior Software Developer before finding her true calling in education. With 3.5 years of experience at Al-Amin Darul Musthofa School, Nabilah is committed to fostering academic excellence and supporting curriculum development. Her passion for teaching and inspiring her students, combined with her strong technical background, brings a unique and impactful perspective to her role. Through her dedication, she continues to help students and colleagues strive toward their full potential.

Ms Qiu Min, a dedicated educator at Nanjing Technical Vocational College, recognised for her excellence in vocational education and commitment to advancing digital learning. She has earned prestigious accolades, including the Model Lesson Award in the Jiangsu Provincial Competition and the First Prize in the Jiangsu Province Vocational School Information Technology Teaching Competition.  Ms Qiu has also guided students to numerous wins in the Jiangsu Vocational Skills Competition and is a certified National Informatisation Engineer in Cloud Computing System Maintenance. Her commitment to digital skills development is evident in her outstanding contributions to education.

Shee Yuen Ling is a dedicated English language teacher, demonstrating a profound commitment to lifelong learning as the cornerstone of her ethos. She firmly believes that teaching is a means of touching the very soul of a person. With an unwavering aspiration to enhance the educational landscape in Malaysia, she actively seeks to elevate her skills and knowledge. In 2022, she was honored with the esteemed Pingat Penghormatan Guru (PPG) award. She also holds the distinction of being a proficient CEFR master trainer and has been appointed as an Edufluencer by the Ministry of Education, in addition to her role as a Cikgu Juara Digital (CJD). She is one of the visionary Co-founder behind Media Education For All (ME4A). Her innovative approaches to teaching and learning have garnered numerous accolades, attesting to her outstanding contributions in the field of education. She earns a collection of distinguished recognitions and certifications like Google Certified Trainer, Microsoft Innovative Educator Expert (MIEE), Apple Teacher, Quizizz Super Trainer and so on in recognition of her achievements.

Muhammad Irfanuddin bin Martadza is an undergraduate student at Multimedia University, Cyberjaya, pursuing a Bachelor of Engineering in Electronics with a major in Computer. As a current recipient of the prestigious YTM Scholarship, he has consistently demonstrated academic excellence, earning a spot on the Dean’s List every semester.

Recently, he completed an internship with Western Digital as a Firmware Engineer, where he gained hands-on experience in firmware development and expanded his understanding of advanced storage technologies. During his internship, Irfanuddin worked closely with international teams in Japan and the US, collaborating on projects requiring both technical expertise and cross-cultural communication skills. Proficient in programming languages such as C++, Python, Java, and TCL, he has built a strong technical foundation that complements his academic knowledge in electronics and computer engineering. His passion for technology drives him to seek innovative solutions and contribute meaningfully to the industry.

Ms. Tina Wu is General Manager of ICDL Asia, the wholly owned subsidiary of ICDL Foundation managing ICDL Programme in all the Asia Pacific territories. She has been working with ICDL Asia since 2006, started as Business Development Executive and then Partner Relations Manager and then being promoted to General Manager in 2014. Prior to joining ICDL Asia, Tina has been working with MediaCorp News as a news reporter and INSEAD Business School as a research analyst in the InnovAsia Centre. She graduated from National University of Singapore with Bachelor of Engineering (First Class Honours). She is Singaporean, born in China, and perfectly bilingual with English and Mandarin.
