Empowering Vietnam’s Digital Future with ICDL

This case study explores the significant role played by ICDL) in collaboration with key educational entities in Vietnam, including the Ministry of Information & Communications, Ministry of Education and Training (MOET) and Ho Chi Minh City Department of Education and Training (DOET) .

1. Ministry of Information & Communications Endorsement:

  • Official Renewal: On October 23, 2023, the Ministry of Information & Communications Vietnam officially renewed its endorsement of ICDL certification through Decision 2031/QĐ/BTTTTT.
  • Significance: This renewal marked a significant milestone, reaffirming Vietnam’s commitment to promoting international-standard ICT skills among students and aligning closely with the government’s objectives in digital transformation.

2. Vietnam Ministry of Education and Training (MOET):

  • Collaboration Overview: ICDL Foundation signed a Memorandum of Understanding (MoU) with Vietnam Ministry of Education and Training (MOET) at the Presidential Palace in Hanoi, during the State Visit to Vietnam of President of Ireland in 2016. 
  • Objectives: The collaboration establishing a national ICT Framework for Vietnam with a mission of advocating digital literacy and strengthening the digital skills level for all students to empower the current and future workforce of Vietnam. 

3. Ho Chi Minh City (HCMC) Department of Education and Training:

  • Conference Overview: On July 20th, HCMC DOET organized a conference with ICDL to support the digital transformation goals of the city’s education sector.
  • Implementation Focus: The conference focused on introducing and discussing the implementation of the ICDL Digital Student program across public schools in HCMC, aiming to enhance digital skills among students from grade 1 to 12.

Importance of ICDL in these Collaborations:

a. Bridging the Digital Divide:

  • ICDL’s implementation in collaboration with MOET and HCMC DOET ensures equal access to quality digital education, bridging the digital divide and providing opportunities for students from diverse backgrounds.
